According to the relevant procedures, after the submission of the draft 13th five-year plan to the ministry of industry and information technology, the draft plan will be firstly discussed within the ministry of industry and information technology, and the draft will be revised for the first time after the preliminary opinions are formed. The ministry of industry and information technology (miit) will consult other ministries and commissions on the revised draft and then revise it again. After the two sessions of the National People's Congress next year, the state council will formulate a definitive document on the 13th five-year development plan, or requirements.
